I was recently approved for the AMEX Green Card on March 1st.
I am interested in applying for the AMEX Delta Skymiles Card and logged into my newly formed account to discuss with a representative. The representative informed me that there was no standard waiting period between applying.
The part of my question that the representative could not answer was if it would be a hard pull from the credit bureau for my new application.
Does anyone have any insight into if it is soon enough that AMEX would use my 4 day old HP to judge my application for AMEX Delta Skymiles??
I applied for the Amex Blue Cash and Delta Skymiles the same night, instant approval for both...

They will approve 1 credit and 1 charge card on the same HP if you apply on the same day.
Since you have waited, it will be another HP.
2 of the same type (charge/credit) generally the 2nd one will be delayed a few days and possibly have another HP.
This is YMMV... even more than usual.
Under the old "rules" you could app for a charge and a revolver in the same day, and there would be a HP for each on Amex's side but they would be merged into a single HP at the bureau (EX). It's also common knowledge that if you're already a cardholder, there's only a SP if you're denied.
However, several months ago existing cardholders started reporting that additional applications that were approved were also just a SP, although this isn't guaranteed (of course). As a personal data point, when I got my ED card in January there was no HP.
Here's a Doctor of Credit link that explains what I'm describing: http://www.doctorofcredit.com/amex-credit-card-approvals-without-hard-pull/
So basically under the old "rule" if you wait until the next day (or later) it's said you should expect another HP if approved for a second card, but based on other's experiences (as well as my own) if you're a current cardholder you also might get out of a HP for a new card.
TL;DR... there's really no way to know, but in your scenario you should expect it and just be pleased if it doesn't happen.

UncleB I have had a HP for every approved app-day with them, including the SPG Business in January and the Blue for Business a few weeks ago in February.
Last summer I had one for SPG personal, they initially denied my double app for SimplyCash Plus but HP again 5 days later and approved, then another HP a few days after that for Platinum.
I think in July i double apped PRG + ED and that was only 1 pull since it follows the 1 credit and 1 charge together rule.
Yep, this doesn't surprise me at all. Like the DOC article mentions they are all-over-the-place now, and it's truly YMMV - the old 'rule' isn't as firmly in place as it once was, although at times it might still work out that way.
I would advise anybody to simply expect an HP for any application and be pleased if they don't get it.
