Just spoke with a customer service rep who confirmed that new accounts with AMEX(first time cardholder) must wait 90 days before you're eligible for a CLI. This might be common knowledge, but I thought the 3x/61 rule was still in effect. I've run about $12k of legit spend through my $3100 limit, so I was really hoping for some good news.
Congrats on your Amex new account and 30 additional days will pass so fast. Best wishes on obtaining your desired CLI.
I spent a year spending 3x my card and paying in full each month. They are preoccupied with opening and incentivizing as many new account holders as possible. NEVER allow a return payment to occur. It doesn't matter if you cover the payment before the third fail, they remember for limited accounts and won't do anything about it.

The 90-day 'rule' is not an absoluet as there have been recent reports for new accountholders being able to get a CLI around the 61+ day mark. So, it appears they may have tightened some of the initial CLI parameters for some newer accountholders, but not for everyone (profile-dependent of course).
