you will usually be SP'd but you can be HP'd
if your reports are frozen, you can't be HP'd
if they need them unfrozen, they will probably tell you/deny you/provide that as a denial reason

Today i seen an promo email to get the Amex Business Gold, although i know its just marketing but does that mean i have a higher chance if they're targeting me like this ? I've been getting Business Platinum emails and Blue business Cash but first time seeing the Business Gold. I do want the Gold Business but was denied begining of the month so i'll have to wait a bit.

I do believe it improves your chances but just a little.
