No. This is a different beast altogether. It is offered as a "Get back in our good graces", type of deal.
+1. Exactly. You can't apply for it. Amex's collection agency offers it to members that fell off the wagon. And after you pay back all you owe. You can come to the living room of the house only. With the optima. After a couple of yeArs of good behavior. You can then apply for normal amex.
