So, turns out I got a little overeager and applied for the AMEX BCE today, since I was approved for the Delta Gold last week ($2k) and was able to CLI it to $4k. Felt pretty confident since the terms showed a single APR instead of a range (13.24% - which I figured was too good to be true), and got a denial. I checked my report, and it looks like they did a hard pull, so I called one of the app status lines, and they offered a manual review, should hear back in 1-3 days. I've heard that AMEX recons overturning a decision are extremely rare unless there's an error on the report, so I'm not expecting much.
While I was in my report I also saw an inquiry from Citi for the TYP Student card I had applied for last weekend (didn't see an alert when that hit my CR). Called the EO number and they also offered a manual review after I explained the negatives on my report (5+ years old), and said they'd be calling me in 24-48 hours after that's completed. I really didn't expect much from Citi, but I figured it was worth a shot to get in with them.

Citi: Denied as of 1/27
Amex: Denied as of 2/4 (no add'l HP)
Best of luck with the Amex recon, hear they're pretty stubborn but not as stubborn as Citi. I know I have a card with them and was barely approved for that account.

AMEX recon = double wammy
CITI recon = soft blow

Thanks. I've heard that about Amex... though I've also heard denial is a SP for cardholders. Even if they do, I'll be at 4 HP's on EX in another few months, so not too bad, other than 3 being Amex.
As an update, received a call from AMEX Fraud department just a few minutes ago to verify some information, and to ensure it was me that applied for the card. Very polite caller.

That usually means approved but the odd thing is normally it goes pending (fraud) vs denial.....fingers crossed
And you are correct about the SP rule (YMMV) for cardholders
However that does not apply for recons based on a denial...99.9% its an additional HP
But if approved it's a HP anyway so my hope is you'll be approved with one HP vs two
