@MaizeandBlueNo. it was my assumption based on Amex behaviour and the fact that I was new in the country with the credit hystory of 6 months only

Maize- they didn't call it "steps" but the email stated I must let a balance report, pay more than minimum payment, and keep the card in good standing for 5 reporting cycles to qualify for an "up to" double credit limit.

I think this is the steps email

 

You can earn a higher credit line on your new Blue Cash Everyday from American Express. Simply follow the steps below for each of your first five statements:

 

Use your Card. You must have a balance due each month.
Pay at least the minimum due on time each month.

 

To help you pay on time you can set up automatic payments with AutoPay, where you can customize your payment amount and date. You can also enroll in Alerts informing you when your statement is ready and reminding you of your payment date.

I am aware that Amex doesn't call their program "credit steps."  That name comes from a similar program by Capital One and its the reason I always take care to write it with quotation marks around it; indicating that its not an official American Express name.

 

The reason I asked is because many times people assume they are in "credit steps" simply because they are given a low starting credit limit.
