I've got the highest rate on my BCP, and on my new Delta Gold it's 18.49% (not quite the highest, but not far from it). My rates are driven by my past history with Amex so I'm not a good benchmark.
That being said, Amex is known on here to be good about lowering your APR... once my 0% promo is over in a couple of months on my BCP I'm going to see about that myself.
As for 'prime', that's always subjective, but most people consider any Amex/Centurion card to be 'prime'.

The MB Amex revolver has a standard 15.49% rate.
