Is anyone familiar with Amex offers through their free score card site?

It has shown 3 cards before but now it shows only one. I am curious if this is marketing or a true offer?

Marketing solicitation.

Unless it mentioned a pre-qualified or upgrade offer, then those seem to be pretty much run of the mill offers to expand the relationship.
