I didn't have any pre-approvals for any of mine. If you want it, it fits your spend, and you can offset the AF, pull the trigger. The minimum requirements aren't as high or stringent as you think.
EDIT: usually when a card isn't visible, you've been declined for it previously and it's believed that they don't want you to apply for it at this time. It will show up again in about 3 months. You can still apply for it over the phone, through a referral, or by doing it in an incognito window.

That's why I said usually. I burned amex on a gold years ago so it wasn't available for me for a while. I applied once when it showed up and they removed it for 3 months. Waited a while and applied again. Didn't disappear. Finally after 15 months from when I started with Amex, it was an instant approval. I expected a denial, especially after I was approved for the Delta Platinum maybe an hour earlier.
If you just got your first card with them, and the SL was 2k, it wasn't a borderline approval, but it was close. I would wait 6 months so Amex has a good idea about you, then check your offers. The "expand your relationship" is not a preapproval. It will explicitly tell you if you have preaaprovals with that language.
My first Amex was a BCE, and I had no other offers after accepting it either. After 9 months and 2 3x CLIs, I was preapproved for everything.
