I had a similar experience as I debated several weeks before pulling the trigger, Sometimes I would get offers and other times not. Just keep checking every couple of days or so.

Depends on how badly you want in with them.
AmEx typically pulls EX and your score is good enough to get in. Prequals does comes and goes. From what I have seen here, the co-branded AmEx cards have an eaiser time getting approved versus the ED or BC cards.
What type of reward are you looking for? Most cards have the lifetime language - meaning if you're offered a SUB, its once a life time.
