Apply With Locked Reports...

If in the future I apply to Navy with all three reports locked, would they just deny the application for reports being locked?

More than likely a denial. Could also possibly trigger a fraud alert?.

My suggestion, if you want to be approved for CC"s, have all (3) bureaus unlocked.

Of course they will. Locked/frozen reports can't be pulled for the purposes of extending new credit.....

Having locked reports with Navy, or any lender will not trigger a fraud alert. They will request you unlock the requested bureaus. If its a cli request, perfectly fine requesting with locked/frozen reports. New apps, no.

Yes. They will either ask you to unlock your report(s) or deny you application.

They will ask to unlock, or simply deny. They can still SP report that was used to open accounts, since you gave permissible purpose.

If you think that will hide all your inquiries, and new accounts... it won't. They can see your credit activity. Can't beat the system. You need an extended garden visit.
