Approved?

I applied for the bbva nba Amex last week. I got a 7-10 message. Today I received a PIN in the mail. Is it safe to assume that's an approval ?

This should be approved! Otherwise, what the PIN for? The letter should ask you to wait for the card to arrive shortly.
