I ended up getting denied for the normal secured card too. It's okay, though. I still have Discover and NFCU that I can focus on for the upcoming months and try again once my credit improves. Thank you!
Unfortunately other people 's DP's don't always mean it will happen for you. A lot of info is taken into account such as scores, but mostly what's actually in the person's CR.
This is why it's best to do as much research into a product as possible and weigh both sides, hence did the DP's suggest 100% success rate or 25% based on all the people who receive said counter offer versus those who didn't.
On the bright side the denail should list reasons where you need to take action to improve you score.

Yes, you're completely right. I called them and asked the reason for denial, especially because I had been approved for Discover and NFCU the same day (I've read quite a few places that Discover is harder to get than BoA, which is why I figured I'd give it a shot - ha). They said the reason was some recent charge-off accounts, which I'm now working on. Hopefully in about a year I can have those balances to $0 and re-evaluate!
@Anonymous Sometimes when Boa send you your denial letter they will offer you the card with 500/99 and after 1 year Boa will give you back your deposit plus if your card is in good standing will give you an increase on the card. I experienced this with Boa 9 years ago.

I'm crossing my fingers this is the case as BoA is one of the banks I'd really like to establish a relationship with. I'm just not getting my hopes up, especially since I was denied the normal $300 for $300 secured card. Might call for a reconsideration if I don't get any offers, since I am currently working on paying off the collections that they claim to be the reason for denial.
