Yeah i think they are somewhere Lost in Space. 
Ok after my pity party, lol, always takes me a day or 2 to get out of my credit rejection funk, heres the jist. Apparently, they decided to NOT pull Ex that i expected and tried pulling TU which I forgot to unlock. Duh.
Ok so I'm on break now and login to see if my offer is still there which it is , expires today. Heres the kicker, when I click on terms , NOW it shows an APR range. Uhm, I think my good just saved me from a true rejection
. I finally got down to 17 hopson TU, one just fell off, yeah, so looks like they were trying to lure me in with false promises of a fixed apr lol. Ah well, $500 spend to go towards paying down my Navy bt

Ahh... so there's a chance your "offer" was legit after all. Things that make you go hmm.... 
I don't blame you for not messing with it any more, though... that kind of roller coaster ride would tire me out as well. 
Hey UncleB, just wanted to update a good data point. Received 2 letters today. Lol I did try twice before the third attempt yielded a hp on TU. Looks like Boa wanted me to unlock BOTH TU and EX. LOL, what, a solid 2 year history on my BBR and FICO in the 720s isnt good enough they need 2 bureaus. Nope take a hike, Boa be Cray Cray
