BOA app pending further review

I applied for BOA credit card 3 months ago and instant denial. Reapplied tonight and got pending that app required further review. Is this a denial also. Scores have improved since first app and all baddies gone except one.

I got the same message for secured card. It took nearly a week but it was approved.
