Someone with an account, can you lead me to where I can find the CLI page?
From Desktop, it shows up as a blue hyperlink "Request a credit line increase"
Couldn't tell you where to look on mobile app. I looked and didn't see it.
What BearsCubsOtters said. It can also be found in the Information & Services tab under Services.
Note that if your account is new or you received a CLI recently the link may not appear at all for a while.
If you're using their mobile app, it's not available--only on laptop or desktop computers.

It only shows up if the account is eligible. For me, the last time I saw it was in 2018.

It only means that the autobot flags you as being able to request one. Having one isn't a guarantee of approval and not having one doesn't mean you can't call and successfully apply over the phone. There are data points confirming both outcomes.

You can also ask Erica for "Request a credit line increase" it will take you to the link. If you do this in the mobile app, it will ask you to login again thru the browser

Confirmed. I've never seen that link. Just called them up and asked for a CLI and got it.
