Back in the last decade Barclay had a special / weird process to get a soft pull CLI. It was only available after requesting a rate decrease on the phone and then inquiring about any CLIs. That stopped a long time ago. The website had for years and years a message that was clear the CLI was a HP.
However, after years and years, I noticed on my Barclay account under servicing had a new message on the Credt Limit Increase screen that was very clear it was a SP again! Exciting!
I was still denied by the miserly Barclay credit department for having too many inqs. But no HP!
