Yes, almost always a HP for all CBNA store cards. (Note that this doesn't include Citi-backed DSNB cards such as Macy's and Bloomingdale's, which are generally SPs, or regular Citi cards such as Double Cash, Premier, the American Airlines family, etc. which will have specific language stating so if you are eligible to check for a credit line increase without a credit pull but are otherwise HPs.)
