Cabela's actually owns the bank that issues their card (World's Formost National Bank). It usually takes two weeks (14 days), but I have seen others state up to 30 days. By the way a CLI request with them is always a HP, and do not request one until your account is six months old as it will pretty much be an auto decline. They also base CLI's on usuage, utilization, and payment history. So for best chances of a CLI with them be sure to run a large amount through the card and PIF before the statement cuts.
