Can you get Amex 0% APR balance transfer the second time having the card?

Hi, 

I know Amex sign up bonuses are once in a lifetime deals, but what about 0% apr transfers? Lets say I had Delta Platinum or Simply Cash card before, but closed it. If I reopen it, I know I will not get the bonus again, but what about the 0% APR on balance transfers? I never used the balance transfer the first time I had the card. Thanks for the answers.

Technically that's not a welcome bonus. So you might still get the promo the second time as well. But I'm not too sure about it. Let's see if anyone else comes up with a sure answer. Also, promo apr's are such which can be given midway during the relationship with your lenders as well.
