I think you are mistaken in the bolded part. The IRS instructions for Form 4506-T state: "Individuals. Transcripts of jointly filed tax returns may be furnished to either spouse. Only one signature is required."
All I can say is that the instructions say:

However, there are other fields you’ll need to fill out in order to complete the form.
Please note the following before submitting:
• Lines 1a, 2a, 3, 4: The name(s) and address on the form must match the name(s) and address on your tax return. If it doesn’t, please correct the form.
• If you filed taxes jointly, the person that filed with you is required to sign the form. They must have a different email to have form sent. Please call the office to have joint form sent.
