I have their rewards mastercard and journey (now updated to quicksilver). Have had both since early 2013, every time I ask for CLI they say my acitvity is too low.
What exactly do they want? Besides maxing them out.
Amex, Discover, and Citi easily give me CLI with minimal use.

Besides that? Paying large payments. Enough to wipe most of your debt clean, But not enough to deprive them of residual interest.
I meant I WILL NOT max them out. lol I was teasing capital one for saying I don't use their cards enough, I'll jokingly do the opposite and max them out.

That's exactly the point though. They want you to max their card out before the statement cut.
You have to have activity in at least 3 months of the last 12.
They have such crappy rewards, I don't know if I can justify using them so much for 3 months.

Exactly. So OP if I am reading you correctly, you want to use Capital One's capital(no pun intended) but you do not wish to use the card? You want them to increase your available credit, I guess to better optimize your utilization without the benefit of them making money off of that extended credit? Hmm.
Well, you got their answer, they want you to use their card in order to reap the benefits.
