Keep in mind that it's been quite a while since Capital One has done CLIs via the EO (unless there are extenuating circumstances), although you're welcome to give it a try if you want to see if things have changed.
Also, there have been a few reports lately of the contact email no longer being valid, so YMMV there as well.
