I have an issue with Capital One and was wondering if I could maybe get some advice:
I am an American national living abroad with a Cap1 checking account and I recently applied for a Venture X card. I was asked by Cap1 to provide a driver's license or state ID which I don't own. I offered to send my passport and SSN card but they don't accept those as means of identification.
I called them multiple times and spoke to supervisors but to no avail. Eventually, I had to cancel the application, and seems I can't use Cap1 cards as they can't verify my identity.
Has anyone experienced something similar or heard of anyone who was able to change this (identity verification pre-approval, not post-approval) or do you have any idea of what can be done here?
I did read about people who got approved for this card and then were asked for further identification - this isn't the case as I wasn't approved but was asked to contact them as I sent in my application.
My score at the time was 739 and I only had a Discover secured card. My credit score now is up to 759 and I'm thinking about trying again. Any advice here?
If a bank won’t accept your passport for identity verification, inquire about the specific reason and ask if there are alternative documents they might accept. They told me only State ID or Drivers License are accepted as means of identification (and I dont own these at all). I spoke to their customer support team, fraud department, and some supervisors...
I sadly can't visit a branch as I'm not in the US. That would've solved the issue as they would see I am whoever I say I am.

I had to deal with this recently. Ive taken almost 10 hard pulls for a stupid card that each time was pre approved.
i had to provide my id, ss, and bank statements (and they wanted complete documents of everything) I waited almost three months to even decide if it was worth my effort. gd cs'ers.
is it a USA issued passport? That should qualify as a govt issed ID.
do you have money in an american bank?
I hate to say this, but capital one gives you the exact list of what is acceptable and what it not for submission and approval.
if you are pre approved, as long you provide the docs, you will get the card.
that said, also I can see why they are doing this more.. there are idiots out their committing fraud all day every day and while I hate bureaucracy, capital one reserves the right to request documents. You can also turn them into governing agencies such as FTC CFPB if their practices are not consumer friendly.

did they send you an email or a letter detailing exactly what they were asking for?
would be helpful to read what specifically they are asking for
They wrote that I needed to contact their fraud department for an investigation or something of that sort. When I called, they mentioned the identity and state ID and/or drivers license. When I mentioned I didn't have those, and after talking to dozens of customer service reps and supervisors, they recommended I withdraw the application as they can't verify identity without one of these documents and ONLY these documents.
I think you might have gotten someone who is an idiot and doesn't know what they are talking about. This happened to me several times when applying for savor one and west elm visa (pre approved for both, but I wound up refusing to provide all the info they wanted since they wanted my FULL bank statements - and that's too much for me to provide) (a few months later I have provided the full statements heh to a more respectful rep after dealing with very very VERY RUDE lady reps)
if tis the same thing, they should have sent you an email with a link to upload documents? the reps inthat department seem to think they can treat people like garbage just bc theyre the fraud/ verification dept. it wasnt until I got someone who spoke to me respectfully that I decided I'd go ahead and provide what was needed. In my case, i had a fraud alert on my report and am waiting as of Friday to get my west elm visa final approval.
i applied collectively and ran into the same issue two other times but declined to provide the bank statements/POI.
Any other bank would accept a passport as govt issued ID. it makes zero sense that theyre spec saying state specific. that is garbage. lol
uhm.. maybe they want to verify residency in your case?
have you checked y our credit reports at all? Id go check your reports just to see if you have an alerts or if they are frozen at all. keep in mind, the bureas can take action without your permission to have fraud alerts, etc. This is why I get so annoyed with them. Its your info not theirs.
Do you have residency in the US still? I have read on here about applications being compromised due to coming from a "high fraud risk" country like Zimbabwe or something. heh .. I will be following up on my app tomorrow.
One guy also posted on here how they did the same thing, he called them, cussed them out, and he got the card in the mail a few weeks later. Hopefully mine will pan out and Ill get a 10k cl west elm visa siggy. will see though.
P.S. I told them straight up I would make them remove the inquiries since they considered my application "incomplete" without all those docs they requested. and I certainly will get the inquiries removed. can count on that.

I'm sure it's not just one dumb agent like your case as I spoke to several different ones.
How do I go about looking at my report? how will the report help me anyways?
hmm this is so interesting. I will know my outcome in the next few days, but it sounds like it might be a different process?
look on creditkarma.com wallethub.com... look for anything that says alert or credit freeze maybe? youll also get some of your scores there, vantage scores.. but youre focused on the alerts part not the scores.
I think also they could want to ensure you reside in the US which is maybe why they're asking for state ID, but I dont think anyone has ever herd of this before. i know in my state they wont issue an ID with proof of residency like a utility bill.
your passport has an old US address then? In my situation, it wasn't until after I spoke with several people that they finally relented and agreed that yes it was beacuse I had a fraud alert on my report and they wanted to "make sure it was me"
I put the fraud alert on my report and knew about it cause I delt with some identity theft issues that were still being resolved.
