Currently, I have the following cards with Capital One. Quicksilver, Walmart Visa, Kohls, and the Platinum Secured. I have read that you can have three cards from them, not including the branded card (Walmart and Kohls), but when I try the pre-approval it says that I have too many accounts.
On a second note. I have had the Platinum Secured card since early 2019 and they still won't upgrade it. Has never been late and I have the other cards that have also never been late.
Any ideas?

Is your quicksilver an original quicksilver or was it an upgraded platinum?
It was upgraded from a platinum card.

I could be wrong but in my long reading journey i had the max limit allowed of cap one cc's is 4. This includes store cards.
Just as a side note, there are currently talks between cap 1 and kohls mgmt on the kohls card having a mc/visa cobranded card upgrade sometime in 2023.
I hope they do it.

I double checked, it's two subprime capital one cards you are allowed to have. It could be that's all you're prequalify for, in which case you'd be at your max limit. The maximum other capital one cards seems to be five.
(Other, as in non-subprime.)
After looking deeper I think you are right, it says 2 direct cards per individual. I don't say however if this includes Secured cards. If I does, I have even more problems since they won't upgrade it and it has been 3 years. That's the first card I got and canceling it would take all that history away.

Unfortunately, I think you got it at a time when they weren't unsecuring accounts. I believe new secured cards do unsecure after a fixed amount of time, but only if they were recently opened (as in 2021 I believe).
But no, canceling it would most certainly NOT take away all its history. Closed accounts in good standing will remain on your reports for up to 10 years.

But if I cancel that card is there any kind of waiting period before that will allow me to apply for a new one or even accept an application because I closed that card?

I'm not familiar with Cap One's policies if you close an account. All I know is there is a mandatory 6 month waiting period between approved accounts. I'll defer to others on your question.
