also do I have to unlock all 3 CRA?

They should be able to still run a soft pull with your reports on ice since they're already a current lender. If the card is new, wait until it's at least 91 days before your first attempt. If you've already had a successful CLI on it, you have to wait 181 days from then. It's been proven that they like to see HEAVY use on the card to grant a CLI (likely for the last 3 statements or so), carrying a balance seems to be ok, as long as you make significantly higher payments over the minimum. If you are denied, you can request again anytime, however just ensure that you directly address any reasons they present to you in the denial letter that prevented you from the CLI.
