As a data point, my DD applied and was approved for the Walmart MC on 3/19/2021. She applied for the Spark business card on 4/6/2021 and was also approved. Either Capital One has changed their 6 month rule policy or she got lucky.

...or Capital One has a different playbook they follow when business cards are involved, which would not be germaine to this discussion as business cards don't get discussed here.
I find it odd that the 6 month rule would apply to store cards.
BTW, any 6 month rule in question should be for new accounts not applications.

Because I got my Kohl's card in November and my Platinum (PC to QS in March) in December.

Its quite possible a recent change. Core and store cards were considered for that rule in the past. Glad you were able to get both of yours.
