Care Credit Preapproval / Denial soft pull

I missed something here... I did a preapproval app on (Synch)site. Message came back Approved for $7,000. I didn't continue with app because I wanted to reconsider. Today I get an email letter of denial referencing TU credit report like it was a hard pull !!! Why would they give me 2 different decisions. I definitely didn't authorize a hard pull as I only completed prequalify app. So far I haven't received any alerts from FICO.

Doubt it was a HP check myannualcreditreport.com quickly as still can get it weekly to see if it was a HP, doubtful it was.  Or CreditKarma or the likes.  The letter probably referencing SP.

Doubt it was a HP, as SYNCB will only "HP" if you go all the way through with the process..

Denial letter is standard procedure with them, if you do not complete the application.
