Chase FU and Amazon Prime Rewards Visa - Apply Same Day for 1 HP?

Scenario:

I would like to apply for the Chase FU (have a pre-approval from Chase), but would also like to apply for the Amazon Prime Rewards Visa Sig (co-branded under Chase)

Question: If I apply for both on the same day, I understand that the credit bureaus used will combine the HPs?  Just curious, given that one card is co-branded and the other is not.

Also, just to confirm, it's the bureaus that combine the HPs, not the credit card issuer?

If you apply back to back, and even then it's no guarantee. (I've done it and it worked).

Also no it's Chase who either chooses to pull once or to pull twice. No combining.
