Chase HP is based on your location, google credit pull database and select chase and your state and you will get an idea. Also please read about chase 5/24 rule before applying for chase products.
You can't have opened more than 5 cards in 24 months for Chase. They will deny you. Chase gives higher limits with each card. Your first can be anywhere in the neighborhood of 500-2000. However, I have seen people with not that many cards and 1+ AAoA get a great starting limit. Might be rare or the fact that they see you're going to spend mainly with them.
Amex isn't particularly inq/account sensitive. Utilization matters more with them from what I can glean.
Overall, your profile will determine the results.
ETA: Try both of their prequals first. Look for one specific APR and not a range. Pretty solid prequals.

im in NYC and they almost always pull Experian for me but check the credit pulls and 5/24 rule like the others said
In SE Michigan. Chase in both cases for me pulls Ex and TU. Amex pulls Ex.
