Applied for Diamond Preferred end of last month, around 3/27 and got a 3K line.
Declined for CLI.
Got a CLI with a Dividend Card from 16.3K to 20.3K.
Carrying a 10.9K balance on that.
I have multiple DP and Rewards+ pre selected invites.
I was thinking of applying for Rewards+ card to take advanatge of purchase intro and 15K TY points.
Should I wait 60 or 90 days before I apply for Rewards+ card.
My FICO is around 660-690, Clean File, 45% Util, AAoA 7yrs, 2 Inq on each bureau.
Should get it under 40% util in a month.
The rule of most interest to you right now is that Citi follows a 2/60 rule - you can only apply for 2 Citi cards within a rolling 60 day window.
There is another rule that you have to wait at least 8 days in between applications but that wouldn't apply here.
Normal rule of thumb would be that you're better off waiting 90 days to apply as Citi is somewhat sensitive to inquiries and new accounts but as of right now you wouldn't trigger a policy-based automatic denial due to insufficient time between applications.
*Typical recommended intervals are to use 1/9 and 2/65 to provide a small cushion ensuring updates are fully propogated through their internal systems.
Fortunately that's not my case I applied and was approved for 4 citi cards within 15 days apart. It was 3 core and 1 cobranded card. If your profile supports it I would say yes.

If so that's the first I've heard of them really budging on the 2/60 rule. They are normally pretty firm on that.
OP, you'd clear any denial for "too soon" from Citi, but I'd still recommend 90 days between apps with them if you're trying to err on the side of caution. While you do not have a lot of inquiries, I think your chances would improve if the util went down and it possibly would allow you to get a better SL/APR (although Citi is never known for very generous starting limits).
I can only give my data from my experiences. That was from late January to beginning of February 2019. I also had very little utilization and 1 HP.
