Citi Costco application denied

I have been seeing 800's denied by Citi for even 1 new account in 6 months. Getting to be USocks-like in that regard. Very sensitive to new accounts.

So I'll share my DP. I applied for a usbank card (TU, approved, inquiry popped immediately) then that same day applied for the custom cash which was promptly denied (TU). Reason codes were: a) proportion of loan balances to loan amounts too high b) too many recently opened accounts c) combined credit lines on sat account too low. Nothing about inquiries. 

Because I'm a glutton for punishment and can't accept no for an answer I then applied for their Costco card and was approved (TU). Maybe the Costco card is easier to get? Or they just have some weird UW.
