I was wondering if my idea would work. Citi usually pulls Experian or Equifax for their applications. I want them to pull Equifax because I have 5 HPs on Experian, and plan on applying for Chase and Wells Fargo cards after my Citi application, both of which are known to pull Experian. What if I freeze my Experian Credit Report, and keep applying for the Custom Cash until they pulled Equifax?

you likely aren't going to be able to change what they pull by just repeatedly applying, all you're going to do is make any application from you go straight to the fraud department
who they pull from is very likely a matter of location
if you apply with your reports frozen, they might tell you which report they need you to unfreeze to continue with the process, as I've experienced this in the past.
What if I apply once a week? I'm not going to spam 10 applicatoins in a day. I could also apply through my existing Citi Account since it is already linked to me, and then apply through the phone so that I can complete whatever identity verification is required.

I used this source earlier to determine that they were much more likely to pull Experian as they were Equifax or TransUnion. Hopefully in 3-5 applications, they will end up pulling Equifax or TransUnion though.

You might get lucky and strange things sometimes do happen, but I suggest that you don't count on success.
