"Too few satisfactory credit references" simply means that the OP does not have the current credit limits and revolving credit history that would indicate they are a suitable candidate for Citibank's flagship travel rewards card. Contacting Citibank will most likely in a CSR just repeating the exact contents of the letter. Federal law - the Fair Credit Reporting Act and the Equal Credit Opportunity Act - requires "a notification given to an applicant when adverse action is taken shall be in writing." A letter sent by U.S. Mail satisfies that requirement and a creditor is unlikely to disclose any reasons for a denial over the phone.
I don't think the reason is vague; it's pretty clear. More history and usage on the existing accounts on OP's report is needed. Recon is unlikely to be of much help with Citi; it's rare they overturn decisions. There's nothing wrong with trying but I don't hear of many denials being overturned.
A 757 score is certainly very good, but score isn't everything. It's a number. Your report is what ultimately matters.

I have a income of 60k but tend to spend $500 a month on each of my cards.
Capital One QuickSilver- 3k (barely use the card)
Bank of America Cash Rewards- 5.5k
Bank of America Travel Rewards- 10k
Amex Everyday Card-11k
Amex Blue Cash Everyday- 9k
I mostly use my Everyday cards and the travel rewards card. I do know my credit lines are comparable to the Citi Preferred and Capital One Venture.

Never had any bad credit history but I wasn't really that intrested into credits cards until a couple years ago.

Just called the recon number and they just repeated the letter. I wonder if there is a email for Citi EO. I have cards that is way above the Citi Premier starting credit line.

I find the reasons vague considering the OP credit history. I dont consider the Citi Premier to be their flagship card and the minimum credit line for that card is $2K.

One final comment then I'm done with this thread.
Adverse action notices, like a letter indicating denial of a credit application, typically state FOUR reasons ranked in order of importance (sometimes a fifth reason is included if it relates to the number of inquiries, and inquiries wasn't a reason code in the first four denial factors). The OP has only stated one reason so we really don't fully know the factors that contributed to his denial.
No creditor will give you "specific reasons" over the phone since doing so is a violation of the law, and there's no guarantee that phone communications are private.
