You can try but Citi isn't big on recons. And I'll add that just because that's the only reason stated in the letter does not mean that's the only reason they declined you. More than likely there is something else in your credit reports/scores that contributed to the decline.
I agree with @Irish.. Citi isn't big on recon but you can certainly try..
One can pretty much guarantee "too many new accounts" wasnt primary reason. Yes you can certainly recon if you're willing to take an HP for the privilege (and in vain most likely) but conventional wisdom says to not bother. Sorry for the denial though.
Starting Score: 640Recon won't work most likely. I had my own go around with them recently and one of the big factors was too many INQs.

I say give it a shot. I was denied the double cash. Contacted EO and approved for $1,000. The reason for my initial denial was too many inquiries. Well when I got the card, I immediately applied for a cli which was another HP and was denied. I contacted EO again and cli was approved for $5,000 which is what I asked for. Fast forward a couple of months and trying to get another cli and I've been denied for "too many new accounts". I will say that at time of my initial application, I had a ton of new accounts as detailed by my AAoA. When I contacted EO for my initial denial, it wasn't another HP. They used the same credit pull since it was within 30 days.
