Yes it's possible. I recently applied for the Citi DC and got denied for having too many inquiries and too few accounts. I called their EO number and asked for a recon, 3 days later I got an email saying that I was approved for $500.

When a lender denies u for Inqs that's there nice way of saying your profile isn't that hot to them i got approved for a Citi card in FEB with 40+ Inqs on EX.

If that's the only reason stated you might have a chance of getting a recon via the EO. I got denied for that on the DC card. A few days later after my call to the EO; I receive an email that I was approved for $7900. It took another HP for me.
I had gone on an app spree after closing on my house so there was definitely a lot of inquiries in a short time frame. Now that I know who is inquiry sensitive (Citi/Cap1) I would app for them first if I were to do it over again. Also, be careful of lenders who are new account sensitive (Barclays/Comenity in my experience) as they might take AA (slash credit lines, close accounts). Best of luck.
