I applied for Citi DC based on an offer from their website with fixed APR ~20% once I submitted the app it said they need some time to finalize the app so I called the autmoated line to check status but it transfered me directly to customer service reps who told me it still needs some time and to wait. I checked the app status online using the app ID sent through email when I submitted the app but it said "still reviewing" anyway about 2 days after that I checked the status online and said denied I called and the reason was recent inquiries -typical citi-. I called EO number to recon but the rep said that it was denied by computer decision and can't be reconned which I found odd so I HUCA and second rep put me on hold and came back saying too many recent inquiries denials can't be reconned, I even offered a second pull on a different bureau and they refused. I found this strange given that I saw people reconning all sorts of denials with Citi (BK, past negative relationship, short history, inquiries, recent accounts) and each denial had a recon success story. Does Citi have a hard rule regarding inquiries like Chase's hard rule regarding 5/24 ?. I sent a recon mail already to their executive branch but it doesn't look good. I personally don't care much for the card or the wasted HP but I wanna see this through.
They pulled EX my score is 733 and I have 11 scorable HPs. No negatives. No Citi relation.

There were rumours of 6 Hard pulls in 6 months leading to auto reject. I was able to get approved with 7 in 5 months. If your score is 733 with no negatives I am guessing your AAOA is low?
I’ve also had this same issue with them. Completely surprised considering all the recons we read about on this site. After multiple attempts with Citi. I will no longer try to establish a relationship with them.

At the end of the day, everyone's experience will yield different results and the EO is no magic wand when it comes to reconsiderations, unfortunately. They simply forward the request to their UW for a second review which can go in either direction.
This exactly. Sometimes I think people misunderstand the EO's function or power. They do not make approval decisions. They simply forward your request. They may put in a good word for you, but the final decision is with the (same) UW team, so it can go either way.
