Both from what I've seen, and from personal experience, having other Citi cards begets higher limits with the DC. If it's your first Citi card, you may not fare as well.
Well, that ain't necessarily true. I had my DP since 2010 with a $12K CL and 13.99% APR. I was instantly approved for the DC in Oct, 2014 for a pathetic $3.8K CL and an even more pathetic 22.99% APR. But that's OK. I'm waiting for the 6 month SP CLI in March. I would be more comfortable with at least $5K. As far as the APR goes, they can raise it to 100%. They will get the same amount of interest.

Yes, rules like that are not going to be very accurate, as there are too many other factors. My first Citicard has a $30K CL, next one $15K. Then I got a $7K Forward, and after that two more $15K cards. So no obvious pattern

It's a bit crazy that Citi has had you as a cardholder for 5 years at 12.99% with $12k in credit, yet on a new app they insult you with 22.99. I know it's a Double Cash and the APR tends to be higher but to give you the worst APR after that history is mind boggling. To say nothing about the 3.8k limit.
If youre willing to take a second HP you should call and ask for $15k. You'll probably get it.
As others have said it will definitely be a HP. I got the card in February and called the EO for a higher limit and there was no way they would do a SP. She did say that the limits have been low across the board and many people have been calling, as we know from the various threads on here. And while it says World on the card it isn't truly, even the EO rep said it was not a world. Good job on the APR, mine is 20.99%.....even my first CC isn't nearly that high.
I was pre approved for this card was just too chicken to take the HP. They offered me 23.5% Apr idk y

You can ask for a HP CLI anytime, but you can only get a SP CLI every six months is my understanding.

Yes. Citi will indicate from the verbiage whether it will be soft or hard (before you begin). Unlike Amex, each CLI doesn't impact those on other cards, so if you have multiple Citi cards you can get SP CLIs on each every six months
