Credit Cards and INQs

I'm new here and curious when people post approvals and declines. When most say the INQs they have, are they referring to past 2 years or just the past year like it shows when you order your reports on here?

Inquiries impact your fico score for 1 year. Usually when I get a letter stating inquiries it could say; too many inquries in the past 3 months or too many inquiries in the past 6 or 12 months. 

Usually a high amount of recent inquiries will yield someone posting a decline because of a lot of very new credit cards on their CR and new inquiries.
