I had good success with just going straight to Wells Fargo, putting down what you can, and getting a secured card. I put down $2,500 in November 2017 and they just sent me a letter that in June it'll be converted into an unsecured Card and will be refunding my money back to me. This assumes you don't have an issue with the social security thing... I'm not sure what your question was but hopefully, this helps.
