Recently, I requested a CLI through their app for the AAA Daily Rewards Card and received a letter that they could not process my request because my credit file was frozen. They must be doing hard pulls now and I do not want that done.
Interestingly, Commenity/Bread must have some major glitch in their data center because they sent me a letter in Spanish. I sent a copy back to their customer service telling them that they may be sending out letters in Spanish because they employ staff who do not speak English. I requested they send me a letter explaining in English what message they are attempting to convey to me about my account.
I used the app for my AAA Daily Rewards Card in December for a CLI. I made sure my reports were frozen. I did get a $2500 increase on a soft pull.
That was in the middle of the month in December 2024.

Not necessarily, with a frozen or locked file they still have permissible purpose to soft pull your reports for account review purposes but they risk getting their wrists slapped if they get caught doing it in response to a CLI request. Still, if you aren't willing to risk a HP you did the right thing by keeping your file frozen.
Bank of America is another FI that by default still won't process CLI requests with a locked/frozen file (typically TU) although they switched to using soft pulls in response to them 6-7 years ago.
