No, the offers are being based on the SP they do. Once you app your info will be ran through their system where if you're blacklisted, it will be booted without an inquiry. If you take a HP, but get denied, you're off the blacklist, but not meeting their criteria for approval.
Ah, I thought their prequal took it into account because I haven't had any prequals since I was blacklisted. Guess only way to find out is to apply in the future.
That's the only way to see if you're still blacklisted.

@MeN5 Thanks for the links very interesting the 1st link i was pre approved for the high tier cards annual fee 450 and up also delta gold card and purple . 2nd link also approved but i dont want to pay a fee for another card if i knew the offers where solid i would contemplate the blue cash Amex no fee card. Any advice would be welcomed
So recently I have been toying with the idea of apping for an AMEX card , more specifically I'm interested in the Cash magnet. It seems AMEX has two different websites right now that offer you to put in your info and see if they pre qualify / pre approve you.
On one of them when I put in my info I get no offers. On the other I get "Pre Qualified" offers for the Cash magnet , Blue cash everyday , and the AMEX Platinum card.
At the top of the page it says this -

it gives me a 0% intro apr for 15months and then a variable APR but no solid APR.
Would you guys say AMEXs offers like this are usually pretty solid or not ? my scores are in the 680 -701 range across the board. 1% overall utilization , 10 open accounts ( 4 are AU's ) 1 inquiry only on TU from a recent NAVY FED Amex card I was approved for 3k a couple weeks ago , 0 collections , 5yrs overall age of credit , 98% payment history , 2 recent lates from about 10 months ago.
I'm just wondering if I should waste a hard pull and give it a shot since I really want to get in the door with Amex or wait a bit until the late payments age a bit longer or I have success with Comenity getting them to goodwill them ( they have told me there still too recent )
Who does AMEX pull from generally and has anyone seen recent approvals with a still pretty recent late payment on there profile.
Any info is much appreciated!
Same thing I noticed - I get no pre approvals or pre qualifiers on one page and on the other I get pre qualified. Not sure if I should take the chance or not since one page isn't offering me anything....Hmmm

The platinum is a charge card, IIRC it's the same underwriting as the green and gold. It seems like a 680(?) is the minimum required score for any Amex card. The revolvers are usually harder to get than charge cards in normal times and probably now as well. It's been a long time since I've had any personal dealings with Amex so hopefully someone will correct me if I'm wrong..
Regular cards (Gold, Platinum, Cash Magnet) with no co-branding can be approved at 660's if the profile is strong enough.
Cobranded cards (Delta, Hilton) are seeing approvals as low as 637 from my research - again, provided the credit file is strong enough.

I just came across this post. My experience. In February I did the prequalify (not sure which link it was per this post) it was from google or something. It prequalified/preappoved me for 3-4 cards. I can't remember them all now. I was worried about a denial so I chose the Delta Gold which I think was the lower end of my choices, I did want a delta card for the miles. I was immediately approved $1,000 SL. I clicked the links in this post. The first one said no qualifies, the second link directed me to login to my Amex account and gives me 2 recommended cards. My history at the time of approval was around 30 new account, 28 inquiries, 3 derogatory, and I'm not sure about my score because it's so different every time I apply for something, but I would think it was in the mid 600's.
I had the same experience where one link gave me offers and the other didn't. Approved for Amex Platinum. They pulled Experian 8, score at the time was 745.

My fico is about 705. My transunion was 750 but tanked just by using a card- I hate that useless vantage score.
I also had the experience- where experian says "we matched you with the following" _---city advantage AA card- amex blue and platinum, and hilton amex==and some others - capital one etc I am not interested in.
So I went to the amex prequal- "sorry we have no matched offers for you"- then I tried the other one, and it matches me for 3 cards.
LIke everyone I am afraid to apply- I don't want a hard inquiry.
