I've never had anything on their prequal page, but in my case that wasn't surprising since I have "history" with them (BK back in 2000). I took a chance and app'd for the Diamond Preferred and was eventually approved, although it took over two weeks for them to call me to complete the verification (I called them first but was told it was still being reviewed, only to receive an email a couple of days later to call them back... <sigh>). In any case, from app to card delivery was right at a month, which is the most drawn-out approval I've yet to experience.
I'll add that I just checked today, and I still don't have anything on their prequal page. For 'giggles' I even checked the Home Depot prequal, and I don't even prequal for that, so I have no idea what that actually means (not that I'm in the market for a HD card anyway).
Citi is quite the odd beast... that being said, based on other threads I've read I suspect if you can get your friend to follow through with the EO she might just get an approval out of them yet. I can understand her hesitation, though, since I'm also not one to recon; I generally just accept things however they turn out when it comes to applications.

Thanks for all the replies! I will definitely update if and when she calls the EO. I told her not to wait too long and Citi is not recon friendly, so we shall me. Ive been trying hard to get in with Citi again, but so far only luck on the retail side. they definitey are a hard nut to crack.

You probably got declined because of the 8/65 rule. No more than one card in 8 days from Citi, no more than two in 65. So three within 65 days or less would mean the third is automatically denied, nothing to do with your profile.
OP, I'm sure you're more upset about it than your friend is, since most people just take a denial and move on, but hopefully she has luck with a recon. That said her profile sounds like it would support other 0% cards so if this doesn't work out just apply elsewhere. Nothing super special about this card.
