They said I may receive my card before the letter but it will have a block on it until the verification letter is received back.

Never heard of that but then again I never had credit until 5 years ago.
my wife got approved for a discover IT card used a few times then they put a hold on til she sent them that form, its the SS89 form they use it to verify your name , dob and ssn its not a big deal but it took her 2 weeks to get it cleared up because she kept having to resend it.
When I accepted a preapproved offer for a second Discover IT card last week, I was asked online at the end of the application process to provide some verifying information, proof of residence and Social Security number. I sent them a scan of my driver's license but didn't have my Social Security card on hand; however, they called me later in the morning, asked me a few questions and then approved my new card.
