Got approved for GoRewards 9 months ago and 91/3 hit got instant denial for new card and was given a CLI from $500 to $1500. So I wait about 184 days now and apply for CLI and boom denial????? Not even a counter!

That's seems strange. Where are you obtaining your scores? Do you have other loans with Navy?
Was the denial instant, or how did you know you got denied?
I'm getting my scores from here on myFICO and I have the SSL that's paid 90% until 2022
i applied and it's been about 48 hours so I messaged them and they just said were unable to approve you'll get a letter
I guess if Navy didn't really like you they would've never approved your first card with them + the CLI 🤷🏼♂️
I would say it's likely a timing situation. Just wait for the letter for next steps and/or address the items or reason(s). While a variety of threads show plenty of success stories, there's plenty where things might need a bit of profile optimization and/or time.
Unfortunately, It happens. I didn't get anything past the original card and limit until over 2 years later. Similar situation as you with profile improvement. After that I got a new card and multiple increases on both. No monster limits, but they are my highest now. Approved for cloc and car loan. All within 6 months of them opening up. I've come to terms with it, but I was so disappointed I almost abandoned them. Hard not to when you see some threads on here.

I would message NFCU and ask for a reconsideration. There are some DP's of success.
It certainly cannot hurt.
How thin is your profile? With an average age of 1 year I'm not surprised they aren't tossing money through CLIs or new SLs

I requested almost 2 days ago and haven't heard anything yet.
This is a CLI for my first Navy CC that started at 500 and was increased to 1500 at 91/3.
I got a CLI last month on my More Rewards, it only took about 3 hours to update on my account.
They've been more than generous with me so if I'm denied, I'm good.
Don't feel like lonesome george. I was shot down (another valuable HP down the gutter) for a NFCU card with them this weekend even after recon. Of course my situation is a bit different toting a post DC BK7 coming up on a year but still with 100% perfect payment record over 10 years before AND after.
Not only that but consistent LOW utilization across the board and after having a pair of $25K cards etc with them since 2016 before BK.
Still have a nRewards card active though and we'll see how that pans out in the months ahead or not. I DID NOT burn them.
In the meantime and as always, there's no time to sulk but just move past them and on to other lenders much more BK friendly.
I would think your chances will be better with them given some more time just proceed on and try to put the disappointment behind.
My turn in the Sun with NFCU is now gone to the wayside but no regrets coz it was good while it lasted and besides they have a pool of card/product clients better suited to them anymore.
