I agree with @coldfusion. Typical of Citi. I'll also add that I favor Lowe's over HD because Lowe's seems to have more special financing promo's throughout the year and the threshold to use them tend to be lower and longer than my experience with HD.
I have this card as well, and have kept it in the sock drawer due to the low SL ($500). I have made 3 purchases on it over the first year, and was thinking of asking for a CLI later this summer. Not sure if I want to waste a HP on this or just close it all together. The cashback I earn on my primary Visa is a far better benefit with a lower APR than the 0% financing for new appliances I intend to purchase.
I started with $500 on HD, and it was there for years (although I was credit ignorant and my scores likely sucked at the time). Last May I went for a CLI when my EQ08 was at 673 and I had 6 inquiries showing, and was instantly approved to $10,000 (which seems to say that I may have left money on the table since a UTI will counteroffer if need be). Well worth the HP and proving that a 700+ wasn't necessarily required to get a good increase.
As noted above, of your score is decent and you don't have a huge pile of inquiries, you can grow the card. I wouldn't quit on it just yet.
