Typically, with most cards I think 6 months seems to be the general rule of thumb. However, there are some exceptions out there I'm sure. FNBO, for example, allows CLI every 4 months. While AMEX is 181 days...

Discover - variable with no repeatable pattern
Amex - 6 months and is by cardholder not card (i.e. only one CLI per person every 6 months even if you have a dozen Amex cards)
Capital One - 6 months
Synch (MasterCard, not store) - variable
Navy Federal - 3 months is most frequently referenced
Citibank (MasterCard, not store) - 6 months is most frequently referenced
With NFCU once you get past the 91 day/3 full statements exercise it's every 6 months per card.

I think Discover card is a year after you get the card.
Discover IT is technically whenever. I tried a couple times this year, and got 2 CLI's approved when requesting after a statement period when I spent $300+ and paid it down to 0. The other rejection reasons I got were because I didn't spend enough (this year at least).
