I applied for an Amex Hilton aspire card on Nov. 14, 2019 and got instant denial. At that time my Experian score is 695, which is fair. Then on Dec. 17, I have improved to 701 at the good level and reapply again. Also got instant denial. Called customer service and got the reason that recently I got denial so that the system automatically cancel my app. So how long exactly can I apply again from now on? Thanks

You thought you would get approved by putting in a random number in the SS field? You know that is fraud right? Also do not check the "I have a credit record in another country" unless that is 100% true. You are starting off on the wrong foot. A credit app is not a place to practice deception.
How can you possibly know your credit score if you don't have a SSN or ITIN?

The rule for American Express applications is as follows:
If denied for a non-credit related reason you can reapply 30 days after the date of denial
If denied for a credit related reason you must wait 90 days after the date of denial before reapplying.
Since their system automatically rejected your second application it appears that the first denial was for a credit related reason so you must wait at least 90 days from November 14. You should have gotten an Adverse Action notice in the mail from Amex; what reasons did it state for denying you?

Why would you even think of doing that?
If you don't have a Social Security number you should apply by phone and not online.

Please, until you understand the definition of fraud, please don't apply for anything--a credit card, a job, a student loan--absolutely nothing without a legal SSN or ITIN.
