How often are you eligible for a Capital One welcome bonus?

Hi folks, it's been since late 2018 since I received my first and "only" Capital One welcome bonus.  My question is how often can you receive a welcome bonus from them?  Also, is it like Amex in the way that when you go to apply, if your not eligible it will pop up and tell you that your not prior to submitting the app?  I appreciate any answers!  Thanks!

I know there's no "pop up" telling you whether you qualify for a SUB or not, but as far as timing between SUBs, not sure.
