My secured Discover It card graduated in November 2017. I requested a CLI (soft pull) in January and was denied with the message "too short of time at current credit limit." Not really sure why they would say that because I had a credit limit of $500 the whole time it was secured. I'm guessing it was too short of time as unsecured.
How often should I request a CLI from Discover? Of course I would only request one if there was no HP.

I've now PIF and done AZEO after my next discover statement cuts on 2/5/18. Hoping to appply for 2 prime new cards next month so I can't drop Credit One with the high AF.

No it won't. I requested one every first Monday of the month after statement cut for over a year. No issues at all. On average, I've received a CLI about 50% of the time, so every 2 months. That's with many months though of getting a CLI every month, then a string of many months of getting nothing. It sort of goes in waves, from what I've seen on my account.
I don't recommend asking for a CLI unless you need it to make a specific purchase. The best and free way to get CLIs is through use.

Not even close. My SL with Discover was $12,500 and in 1.5 years I took my limit to $34,300 through SP CLIs requesting them often, as indicated in my previous post. My highest monthly spend ever was $2306 and that was when my limit was $16,300, which was 3 months in from opening the account. My highest reported balance, or "high balance" on my credit report from the account is $1075. My card utilization has always been in the 0% (sometimes $0 reported balance) to 5% range. My aggregate utilization over the same period has always been 1%-5%. My TU score through Discover has gone from 743 at the time of approval to 836. I've put anywhere from 1 swipe on the card in a month to 32 swipes. I have not found any consistency when it comes to CLIs based on my spend. I've swiped 28-32 times with a ~$2000 spend/PIF and received solid CLIs, but also received nothing. I've spent next to nothing with just a swipe or two and received nothing, but then last month swiped just one time for $5 and received a CLI. 5 out of 6 of my CLIs have been in the $3800-$5500 range, with one lone CLI being $500. After that $500 CLI, I did go a 9 month dry spell without receiving one. If there are any other data points you'd like, let me know, as I keep detailed records of these things.

I request a CLI every month, when I receive my statement notification.
Discover denies me every month, when I receive my statement notification.
Eventually they won't, so definitely keep trying monthly.
